لا تتأسس الأحزاب السياسية والجمعيات ذات الصبغة السياسية إلا إذا لم تكن عُرضة للبُطلان المذكور في الفصل الثالث وتوفرت فيها عِلاوة على تقديم التصريح المنصوص عليه في الفصل الخامس الشروط التالية:‏
