وتحدثت المدرب بعدها عن المشاكل للميزانيات الاكثر شيوعا في محافظات الوطن وبعد ذلك تم التعرف على المبادئ الرئيسية للميزانية الفعالة بشكل عام من حيث الاطار القانوني الذي يضمن الرقابة والتوازن وشمولية الميزانية والمعلومات والتوقعات الدقيقة وشفافية العملية.

ابتدأت الورشة الساعة التاسعة والنصف صباحا وانتهت الساعة الرابعة مساءً.
بدأت الورشة ب تصنيف الميزانية بطرقها الثلاث الادارية والاقتصادية والوظيفية وكيف تظهر على الجمهور حيث تظهر ايرادات ونفقات عن طريق النسب وبعدها تم وتم التركيز على الإيرادات و النفقات (الرواتب والأجور،النفقات التشغيلية،نفقات إدارية،نفقات رأسمالية وتطويرية) ومن ثم تمرين عملي حيث قسم المشاركين الى ثلاثة مجموعات ، من اجل الوصول الى مراحل كيفية وضع الموازنات التقديرية من اجل العمل عليها واختيرت قضية واحدة وهي قسم المياه في البلدية كيف يمكن عمل موازنة تقديرية لها .
وتضم المجموعة الاولى (ابراهيم غروف وعيد وداليا سعايدة والاب فراس وكمال ابو الرب )
