تحدث إنتهاكات حقوق الانسان عندما تقوم أي دولة بخرق أى جزء من حقوق الإنسان الدولية أو القانون الانسانى .
وتقوم اللجان التابعة للأمم المتحدة والمؤسسات المحلية والحكومات والعديد من المنظمات المستقلة الغير حكومية برصد إنتهاكات حقوق الانسان.
ومهمة هذه المنظمات جمع الأدلة والوثائق المتعلقة بإدعاءات إنتهاكات حقوق الإنسان وممارسة ضغوط لفرض قوانين حقوق الإنسان.
وحسبما أفادت منظمة العفو الدولية ,فلا ترتكب إنتهاكات حقوق الإنسان سوى عددٍ قليل جداً من البلاد.
وهناك مجموعة متنوعة وواسعة من قواعد البيانات المتاحة التى تسعى بأسلوب فائق الدقة لقياس ولمعرفة ماهية الإنتهاكات التى ترتكبها الحكومات فى حق اولئك الخاضعين تحت ولاياتها.
