يشار الى هذه الرساله اتت بعد قرارات البدلات التي اقرتها وزارة الصحة للمشمولين بالكادر الصحي من منسوبيها وتجاهل " الاداريين " من تلك البدلات وتهميشهم ، علماً ان الكثير من الاطباء والفنيين الحاصلين على البدلات سواء التميز او الندره يعملون اعمال إداريه " بحته " بل ان بعظهم من المسئولين انفسهم
