يجوز للجامعة في حالة وجود اعتبارات ضرورية، الدخول في تعاقدات لاستثمار ما يتوفر لديها خلال السنة المالية من فائض من مواردها المالية قبل إقفال الحسابات الختامية، وذلك في إطار السياسة العامة والقواعد والنظم التي يضعها مجلس الأمناء، بعد التنسيق مع وزارة المالية. ويجب على رئيس الجامعة في هذه الحالة عرض الموضوع محدداً فيه مبلغ الاستثمار وأدواته وإجراءاته وشرح للعوائد المتوقعة وضمانات سلامة المبالغ المراد استثمارها مشفوعاً بالمبررات والجدوى والنتائج المرجوة منه، على مجلس الأمناء لاتخاذ القرار المناسب بشأنه في ضوء السياسات والقواعد والنظم المقررة.
