15 - يتم توزيع المبالغ علي الادارات المختلفة اول يوم في العام الجديد حتي يتم معرفة المبالغ المقدرة لكل ادارة لكي تعطي لمدير الادارة رؤية عامة لما هو متاح له من مصروفات و ما هو منتظر من المبيعات ( بالنسبة لادارة المبيعات ) .16 - في حالة طلب إدارة ما شراء أو صرف مبلغ به زيادة عن ما هو معتمد له خلال الشهر او خلال العام يجب ان يرفع مذكرة يطلب فيها التجاوز و يشرح بها اسباب طلب التجاوز و يتم الموافقة عليها من المدير العام او مجلس الادارة و يتم وضعها في الاعتبار اثناء تعديل الموازنة اذا تم تعديلها بعد نصف العام .
