Poverty and economic vulnerability. Income generation projects seek to address povertyThrough increasing labour productivity and employment opportunities. During times ofEconomic prosperity this may be effective but it may be more difficult during periods ofEconomic recession or other adverse economic changes. Box 3 describes what happened toThe low-income women in Zimbabwe during the recession of the early 1990s. The generalEconomic context was a difficult one. In 1992, the government started to retrench 25 per centOf state sector employees. A further measure introduced under the Economic StructuralAdjustment Programme was the reduction in food subsidies. This resulted in the cost ofLiving rising by 45 per cent between mid-1991 and mid-1992 for one sample group ofRandomly selected households in a low-income settlement in Harare (Kanji 1995). TheConsequences for livelihood strategies were severe.
