استخدم الفريق العلمي منهج تحليل المحتوى الكيفي لمراجعة المناهج التعليمية (الكتب الدراسية) في المرحلتين المتوسطة و الثانوية و كان التركيز على المقررات الدينية و اللغة العربية و الاجتماعيات و الدراسات الاجتماعية و الوطنية، و ذلك من اجل التأكد من اشتمالها على عناصر و مضامين مؤيدة للتوجهات العامة للاستراتيجية و عدم احتوائها على ما يناقض بعض المفاهيم التي اشتملت عليها الاهداف الاستراتيجية، و الاهداف الفرعية، و قد استنبط المحللون عددا من الملاحظات التي تم عرضها في الجزء الخاص بذلك في هذا التقرير
