ويشترط لتدوير المتبقي من اعتمادات الميزانية أو جزء منها ما يلي:

1- ‌أن يكون في ميزانية الجامعة وفراً في اعتماداتها للسنة الجارية لا يقل في مجمله عن الاعتمادات المطلوب تدويرها.
2- ‌ألا يتوفر ضمن ميزانية الجامعة في السنة المالية المقبلة اعتمادات تكفي لتنفيذ المعاملات أو المشاريع أو الأنشطة التي من أجلها تم طلب تدوير الاعتمادات.
3- ‌ألا تقل قيمة مبالغ الاعتمادات المطلوب تدويرها عن ثلاثة آلاف دينار.
