تخضع المناقصة العامة لمبادئ العلانية وتكافؤ الفرص والمساواة وحرية المنافسة ، وتكون إما داخلية يتم الإعلان عنها داخل الجمهورية أو خارجية يعلن عنها داخل الجمهورية وخارجها وفقاً لأحكام هذه اللائحة.
