تبدأ جميع الادارات (حسب الترتيب المذكور في اعداد الموازنة) في اعداد الموازنات التقديرية الخاصة بها بداية من شهر يوليو وتسليمها للجنة الموازنة فور الانتهاء منها في موعد اقصاه بداية شهر أغسطس من كل عام.
