تمكّن مركز دبي لتطوير الاقتصاد الإسلامي إبان رئاسة القرقاوي له من تطوير استراتيجية متكاملة تضم برامج ومبادرات عملية كان لها دور كبير في ترسيخ مكانة دبي عاصمة عالمية للاقتصاد الإسلامي، فتم خلال ثلاث سنوات إطلاق أكثر من 30 مبادرة داعمة لمنظومة الاقتصاد الإسلامي، وتحقق «الاقتصاد الإسلامي» في أغسطس 2015 أول أهدافها عاصمةً عالميةً للاقتصاد الإسلامي، كما أعلن صاحب السمو الشيخ محمد بن راشد آل مكتوم، نائب رئيس الدولة رئيس مجلس الوزراء حاكم دبي، رعاه الله، آنذاك، مبرهناً أن مبادرات سموه تكون دائماً متكاملة من حيث مبادئها وأهدافها والكوادر التي تسهر على تنفيذها.
