3. ان لا يكون المرشح معاقباً بأية عقوبة ادارية بسبب الاهمال في اداء الواجب او أي فعل مخالف للقوانين والتعليمات والانظمة المعمول بها في الجمعية .

3. If the candidate is not punishable by any administrative penalty due to negligence in the performance of duty or any act contrary to the laws, instructions and regulations of the Assembly.
