تعتبر اللجنة الفنية المكلفة بإعداد أو مراجعة المواصفات الفنية والرسومات والمخططات والشروط المرجعية والاشتراطات الفنية والتكلفة التقديرية ووثائق المناقصة الأخرى مسئولة مسؤولية كاملة عن صحة وسلامة الإعداد والمراجعة.
