يفصل رئيس لجنة المناقصات في الخلاف الذي ينشأ بين المورد أو المقاول ولجنة الفحص والمعاينة والاستلام كما يفصل في الخلاف في الرأي بين أعضاء لجنة الفحص والمعاينة والاستلام وفقاً للشروط والمتطلبات المحددة في العقد، ويجوز له عند الضرورة الاستعانة بذوي الخبرة من موظفي الجمعية أو من اي جهة اخرى
