ينبغي قبل الدخول في مرحلة اعداد الميزانية وتطبيقها اصدار الموافقة من قبل مجلس الإدارة / الجهة المانحة فيما يخص ميزانية ( الجمعية / المشروع ) ومما يترتب على ذلك ان يكون ( مدير القسم المالي وبأشراف الأمين العام مسؤولاً عن تنفيذ ومراقبة بنود الصرف المعتمدة في الموازنة / مدير ميزانية المشروع بأشرف الجهة المانحة ) مع الاخذ بنظر الاعتبار ولكل منهما المسؤوليات التالية حيال مركز الكلفة / المشروع
