مخرجات ورشة العمل (ورشة قراءة الميزانية للبلديات قباطية والزبابدة )
1. رفع الموازنة المقترحة من قبل لجنة الاعداد في البلدية ( من خلال الانترنت او الاجتماع المباشر مع المواطنين ) وطرحها لمناقشتها من قبل المواطنين قبل ارسالها وموافقة المجلس البلدي عليها والحكم المحلي .
2. متابعة المصادقة على الموازنة من قبل الحكم المحلي وفي حال تأخرها زيارة مدير الحكم المحلي والاستفسار منهم عن سبب تأخير المصادقة وذلك وماله من أثر سلبي على الخدمات المقدمة للمواطنين.
3. التأكيد من تنفيذ بنود الموازنة بشكل دقيق خلال العام المقبل.
4. الطلب من رئيس البلدية و رؤساء الاقسام عرض الانجازات التي تمت وتبرير عدم انجاز باقي الامور ان وجدت وذلك في نهاية العام معتمدا على الاقتراحات السابقة المقدمة للبلدية من خلال اللجنة .


التوصيات المقدمة من اللجنة خلال الورشة :-

1. تشكيل شبكة ضاغطة من خلال اللجان وذلك من اجل تبادل الخبرات وجعلها قوة ضاغطة على مجالس البلدية لتحقيق اهداف عامة .
2. عمل مشترك تواصلي مع البلدية .
3. دراسة المشاريع المهمة في البلدية والتي تعد من اولويات والاحتياجات المهم للمواطنين بناءا على نتائج الاستبيان ومدى الالتزام بها .

4. مراجعة الميزانية ومتابعة المشاريع المقترحة.
5. العمل على ايجاد قانون يلزم البلديات بمشاركة المواطنين (اللجان) للجلسات.
6. العمل على نشر موازنة البلدية للمواطنين من اجل الاطلاع عليها ومعرفة المبلغ المالية وطرق صرفها .
7. التأكد من ان هناك ثلاث انواع من الميزانيات التشغيلية والربحية والإنمائية الرأسمالية موجودة في الموازنة وذلك بعد نشرها .
8. التأكد على دور المدقق الخارجي ودعمه لان يقدم تحليل مستقل وشفاف يقدم للمواطنين.
9. العمل على توعية المواطنين بكيفية اعداد الموازنة واعتقادهم ان اعداد الموازنة امر لا يمكن التدخل فيه.
10. ضمان ان تشمل الموازنة تحقيق اهداف واحتياجات كل طبقات المجتمع وخاصة المهمشة والفقيرة.
