تعديل التشريعات المتعلقة بالاستثمار بحيث يتم ربط السياسات والحاجات الاقتصادية للدولة مع القطاعات المتاحة للاستثمار المحلي او الاجنبي ، و وضع سياسات لتسويق الاستثمار و تحديد شروط منح التراخيص
