كل جمعية باستثناء الأحزاب السياسية والجمعيات ذات الصبغة السياسية المشار إليها في الجزء الرابع من هذا القانون يمكن أن يعترف لها بصفة المنفعة العامة بمقتضى مرسوم بعد أن تقدم طلبا في الموضوع وتجري السلطة الإدارية بحثا في شأن غايتها ووسائل عملها.‏ يجب أن يتم الرد عليه بالإيجاب أو الرفض معللا في مدة لا تتعدى ستة أشهر تبتدئ من تاريخ وضعه لدى السلطة الإدارية المحلية.‏ وتحدد الشروط اللازمة لقبول طلب الحصول على صفة المنفعة العامة بنص تنظيمي.‏

Each association with the exception of political parties and associations of a political character referred to in Part IV of this law can recognize it as a public utility by decree after applying in the subject and conduct administrative authority research regarding the purpose and means of action.
