ومن هنا كان التحدي كبير بين المجموعات الثلاث ، وكيف عدت الخطة المالية التقديرية وما تستند عليه من معلومات وكيفية جعل الموازنة التقديرية أداة رقابة مجتمعية على المجالس المحلية .
انتهى اللقاء بمراجعة ما تم ذكره خلال اليوم الثاني وكيفية الاستفادة منه في عملية الضغط والمناصرة لخدمة المواطن والبلد خلال اللقاء تم عرض موازنة تقديرية حقيقية وتم شرح كافة تفاصيلها والإجابة على كل تساؤلات المشاركين .

وتم اختتام الورشة بشكر وتقييم ايجابي للمدربة والمادة التدريبية من المشاركين .
• خرج المشاركين من خلال اليومين بمعرفة :
1- الأطر والقوانين التي تحكم عمل إدارة البلديات والمجالس المحلية .
2- كيفية وضع الخطة الإستراتيجية وأهميتها في عمل الموازنة التقديرية وأهميتها في الضغط والمناصرة .
3- الأطر النظرية والقانونية لتي تحكم عمل الموازنات التقديرية والمتفق عليها من وزارة الحكم المحلي ويشمل جميع البلديات .
4- كيفية وضع موازنة تقديرية وما هي الأسس التي تعتمد عليها البلديات في وضعها .
5- كيفية الاستفادة من كل مما ذكر في الأعلى من اجل استخدامها في الضغط والمناصرة .
6- مفاهيم أساسية تستخدم في وضع الموازنات وكيفية التفريق بينها مثل المصروفات والإيرادات والنفقات .

• مداخلات الـ NDI :شرح بنود مهمة مع الدكتور والتركيز عليها من اجل الاستفادة منها في الضغط والمناصرة في عملنا منها أهم بند يمكن التركيز عليه في الموازنات العامة هو قسم النفقات التشغيلية وهو أهم بند يختص بالخدمة المقدمة للجمهور .
• الأدوات المستخدمة في التدريب :flipchart، وأقلام ودفاتر ملاحظات ودوسيات تشتمل على معلومات تختص بالأطر والقوانين للبلديات .
