 يجب تعريف الموظفين بحقوقهم وواجباتهم من خلال الإستعانة بهذا الدليل وتعديلاته ولائحته التنفيذية، وذلك من خلال التعامل مع موظفيهم وتوجيههم ومتابعتهم بهدف الحفاظ على الروح المعنوية والأداء العالي والانضباط.
 تحمل مسؤولية تطبيق كافة السياسات والإجراءات المتعلقة بالموارد البشرية، والتشاور مع مدير إدارة الموارد البشرية بشأن حدود ومجالات تطبيق هذه السياسات والإجراءات.
