فقد كان لابد من وضع دليل موحد للسياسات والاجراءات المحاسبية وكذلك النماذج المستخدمة والتقارير المالية المستخرجة بحيث تكون كل هذه العناصر موحده لكافة اقسام الجمعية والفروع التابعة لها بما يضمن تسجيل كافة المعاملات المالية المتعلقة بأنشطة الجمعية بالإضافة الى توفير ادوات الرقابة المالية الضرورية التي بدونها يصبح النظام المالي عرضة للأخطاء والتجاوزات من دون توفر امكانية اكتشاف تلك الاخطاء والتجاوزات وتصحيحها في الوقت المناسب
