ويلزم في هاتين الحالتين ان يصدر قرار بذلك من اللجنة العليا لتسوية الخلافات التي نص عليها نظام العمل
ويجوز للوزير ايقاف اللجنة عن مماؤسة مهامها مؤقتا حتى يصدر قرار اللجنة العليا
