2. ان يكون المواطنين على علم ووعي كاف وكامل في اوقات اعداد الموازنات والتصديق عليها ورفعها الى الحكم المحلي في الوقت المحدد.
3. هناك ثلاث انواع من الميزانيات التشغيلية والربحية والإنمائية الرأسمالية.
4. التأكد على دور المدقق الخارجي ودعمه لان يقدم تحليل مستقل وشفاف يقدم للمواطنين.
5. اختيار الاشخاص الاكفاء للتخاطب مع البلديات والتأثير على قرار انهاء بعمل البلدية ومشاريعها المستقبلية .
6. جهل المواطنين بكيفية اعداد الموازنة واعتقادهم ان اعداد الموازنة امر لا يمكن التدخل فيه.
7. ضمان ان تشمل الموازنة تحقيق اهداف واحتياجات كل طبقات المجتمع وخاصة المهمشة والفقيرة.
