ولم يحدث فيما سبق أن حذفت الأمم المتحدة اسم دولة قامت بإدراجه على لوائحها، ولكنها واجهت الانتقادات على نطاق واسع لتراجعها عن إدراج اسم إسرائيل في تقرير السنة الماضية، عقب ورود العديد من المزاعم ذات المصداقية عن مقتل مئات الأطفال وجرح الآلآف في نزاع غزة، في 2014.

ومضى ريتشارد بينيت إلى القول: "إن الأمين العام، بتخطيه ما تم إقراره، قد استن سابقة خطيرة ستعرِّض حياة الأطفال في البلدان التي تشهد النزاعات لمخاطر أعظم".

وطبقاً لتقرير الأمم المتحدة، وحسب الصيغة التي نشر فيها في 2 يونيو/حزيران، كان الائتلاف الذي تتزعمه السعودية مسؤولاً عن 60 بالمئة من وفيات وإصابات الأطفال في نزاع اليمن، في السنة الفائتة، حيث قتل 510 أطفال وجرح 667 طفلاً.

ونقل عن الأمين العام، بان غي مون، قوله: "لقد تزايدت الانتهاكات الجسيمة ضد الأطفال بصورة هائلة نتيجة تفاقم النزاع".

وقد دأبت منظمة العفو الدولية، وبصورة متكررة، على توثيق انتهاكات القانون الدولي لحقوق الإنسان والقانون الدولي الإنساني من جانب أعضاء الائتلاف السعودي إبان النزاع، بما في ذلك ضد الأطفال. ويشمل هذا القصف الجوي للمدارس واستعمال الذخائر العنقودية المحرمة دولياً، التي قتلت ثلاثة أطفال وأدت إلى بتر أطراف تسعة آخرين.

ويشكل الأطفال ثلث القتلى المدنيين، أي ما لا يقل عن 127 من أصل 361 مدنياً، ذهبوا ضحية 32 عملية قصف جوي غير قانونية على نحو باد للعيان وقامت منظمة العفو الدولية بتوثيقها منذ بدء حملة القصف لليمن التي شنها الائتلاف.
