بهدف تطوير قدرات الجمعية والفروع التابعة لها من الناحية المحاسبية والادارة المالية وذلك من خلال تصميم وتطوير وتشغيل نظام محاسبي ممكنن متكامل و موحد لاستخدامه من قبل ادارة الجمعية في عمليات التخطيط والاشراف والتوجيه ومن اجل الوصول الى التطبيق السليم لهذا النظام . فقد كان لابد من وضع دليل موحد للسياسات والاجراءات المحاسبية وكذلك النماذج المستخدمة والتقارير المالية المستخرجة
