تسعى هذه الدراسة إلى فحص أثر تعليمات سلطة النقد الفلسطينية في الحد من ظاهرة الشيكات المرتجعة، بالإضافة إلى اختبار العلاقة ما بين النشاط الاقتصادي وحجم هذه الظاهرة. تعتمد الدراسة بشكل رئيسي على التعليمات والإجراءات الصادرة عن سلطة النقد الفلسطينية بخصوص الشيكات المرتجعة، كما اعتمدت الدراسة علي بيانات الشيكات المقدمة للتقاص والمرتجعة بكافة العملات بشكل شهري خلال الفترة (1996-2014). وللوصول إلى تحقيق الهدف؛ استخدمات الدراسة منهجية الانحدار الخطي المتعدد. كما تم تطبيق النموذج الذي تكون فيه نسبة الشيكات المرتجعة من حيث العدد والقيمة إلى إجمالي الشيكات المقدمة للتقاص بكافة العملات مقومة بالدولار وعلى مستوى كل عملة كمتغير تابع، ونسبة النمو في الناتج المحلي والمتغير الوهمي يأخذ قيم (0،1) وفقا لتاريخ التعليمات الصادرة عن سلطة النقد الفلسطينية كمتغيرات مستقلة. وتوصلت الدراسة الى وجود أثر مهم وذات دلالة إحصائية لتعليمات سلطة النقد الفلسطينية في خفض نسبة الشيكات المرتجعة من حيث العدد والقيمة، بالإضافة إلى وجود أثر مهم وذات دلالة إحصائية ما بين معدل النمو في الناتج المحلي ونسبة الشيكات المرتجعة من حيث العدد والقيمة. وفي نهاية الدراسة أدرجت مجموعة من التوصيات التي قد تساعد في الحد من انتشار هذه الظاهرة.

Summary of the studyThis study seeks to examine the impact of the PMA help in curbing the phenomenon of returned cheques, as well as to test the relationship between economic activity and the scale of this phenomenon. The study relies primarily on instructions and procedures issued by the Palestinian Monetary Authority regarding returned cheques, as well as study data presented for clearing checks and all currencies bounced on a monthly basis during the period (1996-2014). To reach the goal; the study methodology use multiple linear regression. As the application form where a cheque number and total value of cheques presented for clearing of all currencies in dollar terms, at the level of each work as a dependent variable, and the growth rate in GDP and the phantom takes the variable values (0, 1) according to instructions issued by the Palestinian Monetary Authority as independent variables. The study found a significant impact and statistically for the PMA help in reducing cheque number and value, in addition to having a significant effect, statistically significant between growth in GDP and the ratio of returned cheques in number and value. And at the end of the study included a series of recommendations that may help reduce the spread of this phenomenon.

Summary of the Study
This study seeks to examine the effect of PMA in reducing the phenomenon of bounced checks, as well as to test the relationship between economic activity and the size of this phenomenon. The study is based mainly on the instructions and procedures issued by the Palestinian Monetary Authority regarding bounced checks, as the study relied on data checks presented for clearing and bounced all currencies on a monthly basis during the period (1996-2014). To reach the goal; study methodology uses of multi-linear regression. Also been applied to the model in which the ratio of bounced checks in terms of number and value to the total checks presented for clearing all currencies denominated in dollars, and at the level of each coin as the dependent variable, and the rate of growth in GDP and the dummy variable takes the values ​​of (0,1) according to the date of the instructions issued by the authority Palestinian Monetary as independent variables. The study found the presence of a significant impact and are statistically significant to the instructions of the Palestinian Monetary Authority in reducing the percentage of bounced checks in terms of number and value, in addition to having a significant impact and statistical significance between the rate of growth in gross domestic product and the percentage of bounced checks in terms of number and value. At the end of the study included a set of recommendations that may help in reducing the spread of this phenomenon.
