يقر المقاول بانه لم يشرع بنفسه او بواسطة غيره بطريق مباشر او غير مباشر في تقديم اي مبلغ من المال -تقدا او عينا- او اي منفعه اخرى او وعد بذلك لاحد منسوبي الجهه العسكريه او غيرهم من اجل ترسية المنافسه عليه و إبرام العقد معه فإن ثبت خلاف ذلك جاز للوزارة في اي مرحله سحب العمل منه و من ثم فسخ العقد او التنفيذ على حسابه مع بقاء حق الجهه في الرجوع عليه بالتعويض عن الاضرار التي ترتبت على ذلك ووفقا لما تقضي به الانظمه ذات الصله
