يقوم المورد بوضع مغلف العطاء في صندوق العطاءات لحين انتهاء موعد طرح العطاء وفي حال كان عدد العطاءات الواردة اثنتين او اقل فيعاد طرح العطاء او تمديده الا اذا كان هناك مورد او موردين فقط للماده المطلوبة
