وبعدها تم التعرف على الامور التي يريد القطاع المدني تحقيقها عبر المناصرة في مجال الميزانية ومن ثم تم التداول عن مراحل دورة الميزانية من مرحلة التكوين والصياغة والتشريعية والتنفيذية والتدقيق ومن هم الاطراف الرئيسية وطرق مراقبة عملية الميزانية في كل مرحلة من هذه المراحل ومنها تمت مناقشة فرص القطاع المدني في هذه المراحل من خلال المجموعتان ومناقشة نتائجهم والتي كانت كالتالي:
المجموعة الاولى ( تمت مناقشتها مع داليا سعايدة ):
1. تكوين شبكة ضاغطة.
2. عمل مشترك تواصلي مع البلدية .
3. دراسة المشاريع المهمة.
4. زيارة البلدية بشهر 5 من السنه لتقديم المشاريع.
5. مراجعة الميزانية ومتابعة المشاريع المقترحة.
المجموعة الثانية ( تمت مناقشتها مع وسام سودح )
اللجنة الضاغطة ان تكون لديها اهداف محدده تطرحها خلال فترة اعداد الموازنة على الاشخاص الذين يقومون بالإعداد حسب نوع الطلب والمسئول عن اداء هذا الطلب.
1. رفع الموازنة المقترحة من قبل لجنة الاعداد ان يتم الموافقة عليها من قبل المجلس البلدي.
2. متابعة المصادقة على الموازنة من قبل الحكم المحلي وفي حال تأخرها زيارة مدير الحكم المحلي والاستفسار منهم عن سبب تأخير المصادقة وذلك وماله من أثر سلبي على الخدمات المقدمة للمواطنين.
3. التأكيد من تنفيذ بنود الموازنة بشكل دقيق خلال العام المقبل.
4. الطلب من رئيس البلدية و رؤساء الاقسام وعرض الانجازات التي تمت وتبرير عدم انجاز باقي الامور ان وجدت.
