حيث تسعى المؤسسة هنا إلى سد عجزها من الافراد عن طريق ترقية الافراد الحاليين الذين يعملون لصالحها لوظائف أعلى شرط ان تتوفر لديهم المؤهلات الضرورية لشغل المنصب، و لكن هذا لا يعني ان هذه الترقية تتم هكذا و لكن هناك اجراءات و اختبارات معينة يجب على المرشح القيام بها قبل تنصيبه في المنصب الجديد، و هذا النوع من الاستقطاب يتطلب نظام معلومات فعال و جيد
