1) المسئول عن التشغيل يجب ان يقوم باتخاذ كافة الاجراءات اللازمة للتأكد من سلامة العمليات في ارصفة التحميل / التفريغ التابعة له ، وبالتالي تقليل مخاطر التسرب في البيئة البحرية الى الحد الادنى ، ويجب ان يتأكد المسئول عن التشغيل من توفر مرافق التنظيف الملائمة في حالة حدوث تسرب بحري .
