معظمنا يسمع عن إدارة المشاريع.. وكثير من هؤلاء ال(معظمنا) يسأل دائما ما هي إدارة المشاريع وما الفرق بينها وبين الإدارة العادية أو أنواع الإدارة الأخرى؟ ولماذا يوجد تخصصات إدارة مشاريع وتوجد وظائف مدير مشروع ووظيفة منسق مشروع إلخ؟
كل تلك الأسئلة أسئلة مشروعة. ولهذا يجب أن نجيب عنها واحدا تلو الآخر كي يعرف كل واحد منا هي إدارة المشاريع.
مفهوم الإدارة مفهوم قديم نشأ كممارسة ثم تحول إلى علم يدرس. وهو علم هلامي لا تُرى مفاصله لكن تُرى ظلاله إن شئت التعبير. وهو علم وفن. ويراد بالإدارة تحويل مدخلات ما إلى مخرجات معلومة ومقدّرة. وهي عملية لا تنتهي من الإجراءات إلا بانتهاء الشركة أو المنظمة التي تقوم بأنشطة الإدارة. فإدارة المنظمات وإدارة الشركات هي عملية لا تنتهي، أي لا يوجد إطار زمني يحدد متى تتوقف. وتهتم الإدارة بشكل عام بتنظيم الموارد المستخدمة في إنتاج المخرجات..
. وهو تخصّص يتعلّق بتنظيم وإدارة الموارد، مثل الموارد البشريّة، بالطريقة التي تمكّن إنجاز المشروع باحترام مضمونه المحدد وبمراعاة عوامل الجودة والتوقيت والتكلفة.
والإدارة لها وظائفٌ خمسٌ شهيرة وهي التخطيط، والتنظيم، والتوظيف والتوجيه والرقابة. وتتم هذه الوظائف بهدف تحقيق أهداف تنظيمية على المدى التكتيكي والإستراتيجي..
ما هي إدارة المشاريع إذن؟
