ظام ساهر هو نظام للضبط الالكتروني الذي يستخدم تقنية شبكة الكاميرات الرقمية المتصلة بمركز للمعلومات والذي بدوره يقوم بالتحقق من المخالفة فنياً ومن ثم طلب معلومات المالك من قاعدة البيانات ومن ثم اصدار المخالفات المتعلقة بالسرعة وقطع الاشارة بهدف تحسين مستوى السلامة المرورية
