6- يتم الصرف ضمن تخصيصات الموازنة التخمينية المعتمدة ولايجوز تجاوزها الا بموجب قرارات تصدر لهذا الغرض ( المناقلات ) من قبل (الهيئة الإدارية / الجهة المانحة ) .
