بيان بالدول التي انضمت للاتفاقية و بيان ما اذا كانت الاتفاقية قد دخلت حيز التنفيذ او لا و الحد الادنى المطلوب لعدد الدول المنضمة لها من اجل تفعيل الاتفاقية و دخولها حيز التنفيذ
