هناك دول عربية فقيرة تنظر إلى تكنولوجيا المعلومات على أنها رفاهية علمية غير مطلوبة قبل توفير الغذاء والمسكن لشعبها ايضا قلة وجود مؤسسات عربية لإعداد حاسبات عربية تستخدم شفرة عربية ولغات برمجة عربية وإعداد حزم وبرامج وقواعد بيانات عربية
عدم وجود قانون حقيقي يضمن الملكية الفكرية للمؤلف أو الناشر على شبكة الإنترنت في العالم العربي
لغياب المرجعية العلمية لمعظم الناشرين باللغة العربية على شبكة الإنترنت
قلة عدد الجهات الرسمية و الخاصة المعنية بتطوير المحتوى العربي على الشبكة
