هي الجهات المخولة رسمياً بأستلام الايداعات وبكافة أنواعها ( جارية ، توفير ، ودائع...الخ ) ومنح التسهيلات المصرفية ( جارية مكشوف ، خطابات ضمان ، اعتمادات ... الخ ) وقبول وصرف الصكوك وكافة الاعمال التجارية المنصوص عليها بموجب القوانين المصرفية وقوانين البنك المركزي .
