وان عملية اتخاذ القرارت لمعالجة الاوضاع التي استجدت في اواخر 2008 سوف تحدد وبدون شك مسيرة التنمية في المستقبل. ولقد شهدت الفترة محل الدراسة اوضاعا اقتصادية مرحلية يجب الوقوف امامها لدراستها ونجدها تتركز حول حالتين مختلفتين في الاتجاه الاولى حالة التطور والتقدم في العديد من المتغيرات الاقتصادية وكذلك تطور نرى تطور ملموس في العديد من الانشطة الاقتصادية خاصةالانتاجية منها والحالة الثانية تتصل بموضوع انكماش النشاط الاقتصادي ولقد اثرت تطورات الاقتصاد العالمي لدولة الامارات على اسواق النفط العالمية والتي تتمتع بحساسية شديدة لمستويات النشاط الاقتصادي وخاصة في الدول المتقدمة والتي تعتبر الاكثر استهلاكا للنفط بما يوفره من طاقة لادراة عجلة الانتاج في تلك الدول.
